
TOKYO, Japan, July 6, 2026 – Bentley Systems is expanding in Japan with a new Tokyo regional headquarters and plans to more than double its local team as engineering firms prepare for nationwide 3D digital delivery under the country’s 2029 i-Construction initiative.
The Ministry of Land, Infrastructure, Transport and Tourism’s i-Construction initiative calls for nationwide adoption of 3D digital delivery by 2029. Bentley will provide local expertise, technical support and training to help engineering firms move from 2D to 3D workflows as Japan faces workforce constraints.

Bentley said its work in Japan will support design, construction and operations workflows. The company’s approach combines Cesium for 3D geospatial visualization, Seequent software for subsurface modeling and analysis, and the iTwin platform for synchronizing engineering and asset data across the infrastructure lifecycle.
Cesium serves as the foundation for Japan’s Project PLATEAU. Seequent is used for subsurface modeling and analysis to help reduce geotechnical risk in Japan.

Bentley’s Cesium and digital twin capabilities are integrated into EARTHBRAIN’s Smart Construction solutions, connecting design, simulation and earthworks execution in a digital environment. EARTHBRAIN is a joint venture established by Komatsu, NTT DOCOMO, Sony Semiconductor Solutions and Nomura Research Institute. Seequent has also supported infrastructure, geothermal energy and mining investments in Japan.
Bentley has appointed Keishi Kono as general manager of Japan. He will oversee the company’s local operations and work with regional partners to scale 3D digital delivery across all 47 prefectures. Key priorities include alliances with EARTHBRAIN and FUKUI COMPUTER, along with channel partners JIP, NewtonWorks Corporation, ITOCHU Techno-Solutions Corporation (CTC), Mirukuru and others.
