
SANTA CRUZ, CA, Sep 16, 2025 – Joby Aviation has announced plans to participate in the White House eVTOL Integration Pilot Program (eIPP). The President’s Executive Order (EO) directs the Department of Transportation (DOT) and Federal Aviation Administration (FAA) to ensure that eVTOL (electric vertical take-off and landing) aircraft can begin commercial operations in select markets after receiving the FAA certification.

The eIPP is designed to let aircraft developers test and demonstrate potential eVTOL applications – such as passenger transport, cargo delivery, and emergency response – before pursuing type certification. Participants are expected to have prior experience with aircraft systems and a level of operational readiness that enables them to begin activities once community projects are selected.
Joby is well positioned to deliver on these fronts:
- Operational Readiness: Joby Aviation has logged more than 40,000 miles and nearly 600 flights in 2025, testing across five countries – including high-heat trials in Dubai – to assess how electric air taxis could operate safely in congested city environments. Joby also has completed its first flight between two public airports during which it integrated with commercial air traffic.
- Late Stages of FAA Certification: Joby Aviation is in the fourth of five stages in the FAA Type Certification process for its eVTOL aircraft. The company plans to fly its first of five FAA-conforming aircraft later this year and aims to begin flight testing with FAA pilots on board early next year.
- Scaling Production Capacity: Joby Aviation, supported by Toyota, designs, tests, and manufactures its aircraft and air taxi systems in-house. This approach aligns development, testing, and certification, supporting domestic manufacturing and creating U.S. jobs . The company has expanded its facility in Marina, CA, to 435,000 square feet and plans to produce up to 24 aircraft per year. It is also developing another manufacturing capacity in Dayton, OH.
- Joby’s participation in the eIPP aligns with its work to coordinate with regulators as it introduces its eVTOL technology. The company is collaborating with state and local governments in TX, OH, FL, NY, CA, and other states. In TX, this program builds on efforts around the Center for Advanced Aviation Mobility (CAAM).
