
PITTSBURGH, PA, Jan 2, 2026 – Michael Baker, with support from DATAMARK Technologies, has been selected by the U.S. Army’s Product Director Base Emergency Communications System (PD BECS), under the Program Executive Office for Command, Control, Communications, and Network (PEO C3N), to support Public Safety Answering Point (PSAP) modernization at Continental United States (CONUS) Army installations by developing advanced 9-1-1 (NG9-1-1) Geographic Information System (GIS) and addressing data across 54 locations. Working with the U.S. Army and Naval Information Warfare Center Atlantic support to produce road centerlines, address points, and emergency service boundaries aligned with National Emergency Number Association (NENA), Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE), and United States Postal Service (USPS) standards.

The project will modernize U.S. Army emergency communications by delivering advanced NG9-1-1 GIS data for 9-1-1 call management and CAD dispatch systems. The upgraded capability will route calls from landlines, mobile phones, and internet-based devices with location data, support coordination with military and civilian networks, and maintain operations during outages. Integrated GIS-based mapping, mobile applications, and real-time data sharing will improve response speed and accuracy across the Army’s emergency infrastructure.
A team of more than 300 GIS professionals from Michael Baker and DATAMARK will support the U.S. Army by coordinating addressing programs with installation teams, creating and remediating data, facilitating boundary development, and working with municipal PSAP and GIS departments. The team will also conduct quality control, validate datasets, and deliver data for U.S. Army CAD systems.
