
MUNICH, Germany, Dec 22, 2025 – VinSpeed High-Speed Railway Investment and Development Joint Stock Company (a member of Vingroup) and Siemens Mobility have signed an agreement, launching a cooperation for high-speed rail in Vietnam. Siemens Mobility will act as the technology partner for the project. The company will design, supply, and integrate Velaro Novo high-speed trains and related railway subsystems. These include ETCS Level 2 signaling with automatic train operation (ATO), telecommunications and electrification systems. Siemens Mobility is also reviewing options to deliver maintenance services. The agreement sets a framework for future implementation contracts and rail development to international standards in Vietnam.

Project Overview

VinSpeed and Siemens Mobility are developing high-speed rail lines in Vietnam, starting with two routes. These include the 121-km Ha Noi–Quang Ninh (Ha Long) line with four stations and the 54-km Ben Thanh–Can Gio line with two stations. The lines will be equipped with ETCS Level 2 signaling, electrification, and communications systems.
Velaro Novo
Velaro Novo is Siemens Mobility’s high-speed train platform designed for operation at speeds up to 350 km/h. The platform increases passenger capacity by at least 10% through a wider car-body and an optimized empty tube design. Energy consumption is about 30% lower than earlier models, reducing operating costs and emissions. The train is engineered to handle steep gradients and diverse terrain. It uses ETCS Level 2 signaling and automatic train operation to support safe and reliable high-speed rail operations.
