DAYTON, OH, June 8, 2026 – Woolpert appointed Kevin Gallagher as senior geospatial advisor, adding nearly 40 years of U.S. Geological Survey (USGS) and federal technology leadership to its geospatial work. Gallagher will support the firm’s growth across federal and international markets, drawing on experience in science informatics, national mapping, enterprise IT and geospatial modernization.
As senior geospatial advisor, Gallagher will provide strategic counsel as Woolpert expands across federal and international geospatial markets.

At USGS, Gallagher served as chief information officer and chief technology officer. He led enterprise IT and telecommunications operations, oversaw the Geologic Mapping, Geospatial Mapping and Science Informatics programs, and managed the Earth science library.

Gallagher holds a Bachelor of Science in Management Information Systems from James Madison University and a Master of Science in Information Systems from Syracuse University. He completed the Senior Executive Fellows Program at Harvard University, earned a Chief Information Officer Certificate from the National Defense University and served as a Congressional Fellow.
Gallagher has received the Presidential Rank Award for Meritorious Executive, the Department of the Interior Distinguished Service Award and the MAPPS Visionary Leadership Award.
