Renesas, MeitY Join Forces to Boost India’s Semiconductor Innovation

New offices and MOUs aim to support 250+ institutes and 15 startups. The push is toward local design, global impact, and driving 10% of global revenue from India by 2030.

NOIDA, India, May 16, 2025 – Renesas Electronics Corporation has announced its partnership with the Ministry of Electronics & Information Technology (MeitY), Government of India, to support local startups and academic institutions in the field of VLSI and embedded semiconductor systems. Renesas also celebrated the expansion of its offices in Bengaluru and Noida to accommodate its growing R&D teams, with the inauguration ceremonies. The move reflects Renesas’ focus on growth and innovation in India.

Renesas and the Centre for Development of Advanced Computing (C-DAC), an autonomous scientific society of MeitY, has signed and exchanged two Memoranda of Understanding (MOUs) under the MeitY Chips to Startup (C2S) program (Note). These MOUs focus on two aspects, firstly, supporting local startups to boost technology development and strengthen domestic manufacturing under the “Make in India” initiative, and secondly, promoting industry-academia ties to build a product-focused student mindset.

Shri Ashwini Vaishnaw, Minister for Railways, Information & Broadcasting, and Electronics & Information Technology, Government of India; along with Malini Narayanamoorthi, India country manager and VP, MID engineering, analog & connectivity group at Renesas; and Rea Callendar, head of platform adoption and ecosystem enablement at Altium, which joined forces with Renesas in August 2024, attended the celebration at the Noida office. Hidetoshi Shibata, CEO of Renesas, also joined virtually.

India represents a strategic market for Renesas, offering growth opportunities and access to a skilled workforce. The company plans to expand collaborations with local firms, startups, and academic institutions, aiming to generate over 10% of its global revenue from India by 2030. Recent collaborations include the OSAT factory project with CG Power and Stars Microelectronics in Gujarat and the MOU with IIT Hyderabad. Renesas plans to expand its workforce in India to 1,000 employees by the end of 2025. This initiative reflects the company’s long-term operational focus in India and its efforts to strengthen its local presence.

MOUs under MeitY C2S program

Renesas and C-DAC have signed two MOUs to collaborate on VLSI and embedded semiconductor systems. The partnership supports local startups and academic institutions under the C2S program, which involves over 250 academic and research institutions and 15 startups, aiming to strengthen India’s domestic semiconductor and product ecosystem.

  • MOU for Startups: Renesas will help strengthen the product engineering capabilities of local startups by providing Renesas development boards and Altium Designer, the leading PCB design software.
  • MOU for Academic Institutions: Renesas will support experiential learning by offering development boards, PCB education and training, Altium Designer software, and access to the Altium 365 cloud platform, aiming to develop future electronics engineers and foster innovation.

Opening of new offices in Bengaluru and Noida

In May’25, Renesas consolidated and relocated its existing offices in Bengaluru and Noida into new office spaces, marking a milestone in the company’s growth and expansion in India.

The new Bengaluru office includes design teams, test labs, and support facilities. It brings together around 500 staff, including R&D engineers, business teams, and personnel from Altium and Part Analytics. The facility is intended to support product development by utilizing local technical expertise.

The new Noida office brings together engineering and business teams to support the development of high-performance compute solutions for the automotive sector. The site will focus on advancing R-Car SoC capabilities and integrating tools and workflows. This expansion is part of Renesas’ effort to strengthen local talent engagement and align with its long-term global engineering strategy in automotive technologies.

(Note) Chips to Startup (C2S) program: An initiative launched by the Indian government in December 2021 to boost semiconductor and display manufacturing in the country. C2S not only aims at developing specialized manpower in VLSI/Embedded System Design domain but also addresses each entity of the electronics value chain via specialized manpower training, creation of reusable IP repository, design of application-oriented Systems/ASICs/FPGAs, and deployment by academia/ R&D organization by way of leveraging the expertise available at Startups/MSMEs.
