Siemens USA has strengthened its Government Affairs (GA) organization with the addition of strategic hires and promotions to enhance the company’s policy expertise and align advocacy efforts with Siemens’ business priorities across infrastructure, transportation, manufacturing, workforce and technology.

Recently Promoted Strategic Leaders & New Additions:
- Drew Wayne is now managing director for digital, tax and trade policy on the federal affairs team. Drew joined Siemens in 2020 to manage the tax and trade portfolio. He continues this role while expanding the team’s focus on policies impacting advanced manufacturing, including research, incentives, AI, and cybersecurity. Drew spent ten years on Capitol Hill covering a range of policy issues, including the establishment of the Manufacturing USA program, advancing the Tax Cuts & Jobs Act and serving as Chief of Staff.
- Ryan Dalton is now managing director for state & local government affairs. Ryan joined Siemens in 2021 focused on policy and external affairs in the Northeast and managing the company’s transportation policy priorities at the federal level. Prior to Siemens, Ryan spent nearly fifteen years serving three different New York governors in both Albany, NY, and Washington, DC. Additionally, Ryan served as a senior member of the BGR Group, where he advised clients on strategic communications, legislative advocacy, and regulatory compliance.
- Julie Herbert joins as senior manager for transportation policy. Julie has extensive experience in automotive and transportation policy. She most recently worked at Hyundai Motor Company. Prior to that, she held roles in policy and client development at Sidley Austin LLP and AARP.
- Meredith Beeson joins as director for the state & local government affairs team. Meredith has background in policy work focused on inbound companies. Before joining Siemens, she led state policy advocacy for the Global Business Alliance (GBA), a trade association supporting multinational companies in the U.S. Prior to GBA, she worked on the state policy team at Target.
- John Pappas joins as the director of climate and infrastructure policy. John brings experience in clean energy policy and advocacy from his previous roles, including Energy Policy Counsel for U.S. Representative Kathy Castor (D-FL) and Government Affairs Director at Monument Advocacy where he represented clients in clean hydrogen, low-carbon cement, and other clean tech sectors.
- Pooja Patel joins as manager, digital policy and will cover the emerging technology landscape including AI, cyber security and data privacy. Previously, Pooja gained experience at multiclient firms Signal Group and Brumidi Group in developing effective advocacy strategies.
- Patrick McGarry, Jr., joins as state & local policy & legislative analyst. Previously, Patrick was at Stateside Associates, a state and local public policy advocacy firm, part of the policy team for U.S. Senator Cory Gardner (R-CO). Patrick’s addition to the team reflects the growing level of activity within the state and local governments impacting Siemens businesses.
- Roosevelt Holmes joins as director of partnerships & coalitions where he brings extensive experience in coalition-building and public affairs. Before assuming this role, Roosevelt held several positions in the Biden-Harris Administration most recently as chief of staff at the U.S. Department of Commerce’s Minority Business Development Agency. Roosevelt also spent time in the Florida Senate, the Office of U. S. Representative Kathy Castor, the U.S. House Committee on Education and the Workforce under Congressman Bobby Scott, and the United Negro College Fund.
- Barbara Kadash re-joins Siemens as government affairs manager, political programming & operations lead providing support for teamwide organization projects, overseeing administrative functions and leading compliance and regulatory requirements for the company’s Political Action Committee as well as lobbying disclosures. Most recently, Barbara was a business coordinator and operations professional for General Motors. Prior to that, Barbara served in administrative roles for various Siemens entities.
The new additions round out a strong slate of policy experts including Drew Colliatie, who serves as director for digital policy, focused on industrial markets, and Edward Adutwum, federal policy & legislative analyst. This team will continue to serve as policy champions, positioning the company with external stakeholders to advance Siemens U.S. legislative agenda.
