
DAYTON, OH, June 10, 2025 – Jim Hoyman, a retired U.S. Army Colonel and licensed engineer with 27 years of federal government experience, has joined Woolpert to oversee growth strategy and business operations in the Indo-Pacific region. He will be based in Hawaii.
Before joining Woolpert, Hoyman worked for more than 20 years and held multiple leadership roles within the U.S. Army Corps of Engineers and U.S. Indo-Pacific Command. He served as the USACE Honolulu District commander, where he led planning, design, and construction of infrastructure programs in both military and civil works throughout the Indo-Pacific region. Hoyman also served as garrison commander at Fort Gregg-Adams as part of the U.S. Army Installation Management Command, where he helped implement geospatial systems for infrastructure management.

Hoyman will work with Woolpert director of federal services Tom Tickner. Tickner joined Woolpert in 2024 to lead the firm’s federal growth strategy and business operations.
